The Election Commission of India (ECI) has provided another opportunity to voters whose names were excluded from the draft electoral rolls during the ongoing Special Intensive Revision (SIR) exercise. The affected electors will be allowed to submit their Enumeration Forms again to seek inclusion in the final electoral rolls.
The directions apply to Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland, along with the Union Territory of Delhi.
The move covers electors who were issued Enumeration Forms but were excluded from the draft rolls after being marked as Absent, Shifted, Dead or Duplicate (ASDD).
The Commission has directed officials to display booth-wise lists of such electors afresh at polling stations, Panchayat Bhawans and urban local body offices. The lists will also be uploaded in readable PDF format on the websites of the respective Chief Electoral Officers. Probable reasons for the exclusion of each elector's name will be mentioned.
District Election Officers and Electoral Registration Officers have been asked to generate partially filled Enumeration Forms afresh through their ECINET dashboards. Booth Level Officers (BLOs) will contact the affected electors and deliver the forms either physically or through WhatsApp, email or SMS, wherever contact details are available.
Electors can also download and fill in the forms through the Election Commission's website or the ECINET app using the same EPIC number they held before their names were deleted.
Procedure for voters who have not shifted
Electors who continue to live at their existing addresses must submit duly filled and signed Enumeration Forms along with a statement explaining why they could not submit the forms earlier. These can be submitted physically to the concerned Electoral Registration Officer (ERO), Assistant Electoral Registration Officer (AERO) or BLO. Online submission through ECINET with an e-sign facility will also be available.
Procedure for voters who shifted within the same state
Electors who have moved to another location within the same state will not be required to submit Form 8. Instead, they must submit an Enumeration Form along with a statement mentioning their new address and Assembly Constituency, supported by address proof.
For homeless electors who do not possess address documents, a field verification report by the BLO will be accepted as proof of residence.
The Commission has directed officials to ensure that no eligible elector is denied the opportunity to be included in the final electoral rolls. It has also stressed the need for monitoring mechanisms and safeguards against duplicate enrolments.
