November 3: Arunachal Pradesh Chief Minister Pema Khandu has assured that no final decision on the proposed Siang Upper Multipurpose Project will be taken without public consent. His assurance comes amid escalating protests and a 36-hour shutdown in Upper Siang district.
In an open letter addressed to members of the indigenous Adi community, Khandu acknowledged concerns over possible displacement, land acquisition and the loss of homes. He said any future decision on the project would depend on public consultation, transparency and the consent of the local community.
The Chief Minister clarified that construction of the proposed 11,200-MW project is not being considered at this stage. Current activities are limited to preparing a Pre-Feasibility Report to assess its environmental and technical aspects.
Khandu also highlighted the strategic significance of the project in the context of China's mega-dam construction on the Yarlung Tsangpo River near the Indian border. He said around 65 per cent of the Siang River's water originates upstream, leaving the valley vulnerable to sudden flood surges and water scarcity during winter.
The Chief Minister invited community leaders and protesters for an open dialogue. However, he condemned incidents of arson and property damage, warning that violence and lawlessness would invite legal action.
