Guwahati, November 5: Assam Chief Minister Himanta Biswa Sarma on Thursday reviewed the progress of the proposed Flood Plain Zoning Bill, which aims to regulate construction and land use along riverbanks as part of the state’s flood management strategy.

The proposed legislation seeks to identify prohibited and restricted zones along river channels. Construction and other activities in vulnerable areas would be regulated, while allowing rivers more space to follow their natural courses during floods.

According to the Chief Minister’s Office, the bill proposes Flood Zoning Authorities at different administrative levels to oversee its implementation. The provisions would apply to both rural and urban areas, with the objective of reducing risks to lives, property and livelihoods.

During the review, Sarma directed officials to ensure that the proposed framework safeguards the interests of Scheduled Tribe and Scheduled Caste communities traditionally residing along riverbanks.

The bill is expected to be introduced in the next session of the Assam Legislative Assembly.

The proposed legislation comes amid recurring flood-related losses in the state. Floods in Sivasagar, Charaideo, Jorhat and Golaghat districts in July this year claimed 104 lives, highlighting the need for stronger flood management measures.
